Both rely on different levels of institutional involvement.
The app also supports reporting concerns. Users can submit safety or security issues directly to JCU Security through the app. This is not a live chat — it is a form-based submission. The app does not specify how quickly reports are reviewed or what follow-up looks like. The Emergency Plans section stores PDF-style information about cyclone preparedness, lockdown procedures, and evacuation routes. That content is static. It does not update based on the user's location or current events. It is a reference library, not a live briefing.
JCUSafe also includes links to local disaster dashboards run by councils in the campus regions. This connects the app to broader emergency management infrastructure. If a cyclone approaches Townsville, the app can direct users to the council's dashboard for real-time updates. That link is valuable because it centralizes information. The user does not have to search for the right council website. The app provides the shortcut. Campus parking and permit info is included, which feels out of place next to emergency tools. But it is there, and it works. A student can check parking rules while also having access to the panic button. That is the trade-off of an all-in-one app.
