About MobileAP
What happens the second you open the app
The registration screen asks for a Visayan Electric, Davao Light, Cotabato Light, Subic Enerzone, or Lima Enerzone account number. No account from outside these five utilities works. The app does not let you browse or explore without entering valid credentials. This is not a general-purpose energy tool. It is a locked portal for a specific set of customers in the Philippines. The moment you tap "Register Now," you are committing to a paperless billing flow that many users later find difficult to opt out of.
Once logged in, the dashboard shows your current bill amount, due date, and a graph of your consumption over the past months. The "Pay Bill" button is prominent, and tapping it opens a list of payment channels. BPI, RCBC, UnionBank, BDO, GCash, and Billease are all there. Selecting Billease generates a QR Ph code. You then open the Billease app, scan that code, and choose to pay on your next payday at zero interest or split the amount into up to six monthly installments. This flow is fast. But it only works if you already have the Billease app installed.
How the outage map and bill sharing actually work together
The outage map is not a standalone feature. It pulls data from each utility's operations center. When you share bill access with a family member or tenant, that person can also see outage information for the same account. This means a tenant who pays the electricity bill can check if a power interruption is scheduled or unplanned without asking the landlord. The landlord, in turn, does not need to forward outage alerts manually. The app handles both billing and outage visibility in one shared session. This is not explained on the Play Store page. The store description presents bill sharing and outage monitoring as separate bullet points. In practice, they converge into a single workflow for multi-occupant properties.
However, the sharing feature has a catch. The primary account holder must delegate access. The secondary user cannot request access independently. If the primary user forgets to add a new tenant, that tenant has no way to see bills or outages. The app does not send a reminder to the primary user about pending share requests. This creates a gap where a paying tenant might be left in the dark about both the bill amount and an incoming outage.
What the changelog actually changed
The version history shows repeated "bug fixes and improvements" without details. The one clear change is the addition of BDO as a payment channel. Another update improved the outage map functionality. But the changelog does not mention the account recovery issues that users report. After some updates, the app forgets the user's profile. Attempting to recover the password fails because the email field does not accept input. Multiple reviews on the Apple App Store describe this exact problem. The app becomes unusable until the user uninstalls and reinstalls, which resets the paperless enrollment prompt. That prompt then forces the user to accept paperless billing with no decline button.
The technical detail that stops the workflow
The app requires location permission to show outage maps for your specific area. If you deny location access, the outage map shows a generic regional view without pinpointing your property. The permission is requested only once during initial setup. If you skip it, you cannot enable it later from within the app. You must go to your device settings, find MobileAP, and manually grant location permission. After that, the outage map updates to show interruptions within your utility's franchise area. But the app does not refresh the map automatically. You have to pull down the screen to reload. This manual refresh is the final action you take before the app stops providing new information.
